Why the vendor matters
Most counties do not write their own records portal. They license one, and the vendor decides the defaults: whether the site ships a robots.txt that disallows scrapers, whether the terms of use prohibit automated access, and whether a bot challenge sits in front of search. A vendor that turns those on by default protects every county it serves in one release.
